What is the difference between being a bad person and being a good person who does bad things? Are they one in the same, or is there no such thing as ‘good’ and ‘bad’ and is everything we do simply just a decision? It's strange how so much of your past has come to haunt or creep up on you again, especially since much of it seems to be at a point in your life where you are more content with yourself. Perhaps it is happening now because you are better equiped to face your demons and ghosts. I've always wondered about that idea of having 'no regrets because everything you have experienced and every choice you have made has made you into the person you are today' but different choices and experiences could have made you into a person to be proud of as well. It really all just depends on how you look at it. However I will always believe that pain and tribulation can cultivate one into a very strong person if they allow it.

I don't think there is any right way for you to react nor do you owe that person a response or indication of your reaction. This person's actions are still haunting them enough to reach out to you, but perhaps you can gain some real peace from this knowledge now, that they are remorseful, and finally completely let go of that part of your life.
