Like his predecessor, this Doctor was capable of boundless enthusiasm, though in his case often at inappropriate times, even in the face of danger, something that some (including Queen Victoria, who was so unnerved that she banished the Doctor and Rose from Britain (DW: Tooth and Claw)) found strange or unnerving. While many Doctors have intentionally flouted social conventions, the Tenth seemed to be genuinely surprised when he was rude or uncouth. Charismatic and manic and with boundless energy, he retained and even exceeded his last incarnation's capacity for righteous anger, especially when Rose was threatened or at risk, as when the Wire stole her face. (DW: The Idiot's Lantern) When driven by anger or justice, he would act without hesitation to strike down those who opposed him; for example, he toppled the regime of Harriet Jones with just six well-chosen words after she committed what the Doctor considered mass murder. (DW: The Christmas Invasion)
The Doctor also showed his anger when he gave each member of the Family of Blood an eternal punishment, fulfilling their wish for immortality in a twisted way. (DW: The Family of Blood) Son of Mine claimed that by running the Doctor wasn't showing fear, but mercy. While he had resolved much of the survivor's guilt felt previously, he had began to feel his age and, behind the outward playfulness, he felt a deep loneliness. His keen sense of loss led him to empathize with those who have also suffered.
There was an undeniable shadow cast over the jollity of the Doctor. He had a ruthlessness, bordering on arrogance that was almost eerie to behold. Beneath his youthful veneer, the Doctor is a very old man who has seen many terrible things; and in some matters, his patience and capability for mercy and compassion has worn out or diminished. His exuberant demeanor somewhat disappeared after the loss of Rose, and he became angrier and more sober. He was also never as open or caring towards Martha, being less inclined to hug her. However his jovial manner did return marginally towards Donna, but even then his actions still suggest that he never completely overcame his loss of Rose.
I personally see a lot of depth in his character. He's been around for almost a thousand years, but because he can travel throughout all of time and space he's seen so much more. He's experienced levels of pain over and over again in ways one cannot even begin to imagine. He wants to be humble, despite knowing he is so much better than the humans he associates with. He admires them, because there's so much they have, that they are, that he has yet to figure out.
He takes human companions because he needs someone to keep him in line. Someone who is a constant reminder to him of humility. Because alone he would (and already has) do so much more harm than good. His companions keep him the hero, so to speak.
Unlike other incarnations he relies heavily on his
Sonic Screwdriver. He uses it to fix things such as the TARDIS and even eyeglasses and mobile phones.
Ten is also fond of 20th center pop culture, often making casual references to things such as Ghost Busters, Disney films, and Harry Potter books.
Common phrases of his are "I'm sorry, I'm sorry!", "I'm always right!", and referring to things as "brilliant". His accent in a mix of various British dialects. I personally hear a bit of Cockney but that's really up to individual ears. (On set they try to keep the Doctor's dialect in general clear and easy for anyone in an English speaking country to understand. The actor himself, David Tennant, is Scottish.)
He also shows increasing skill for using the TARDIS. While he still has yet to master it he can now pilot it at times like a spacecraft. Even though he finds it nonsense, he does have the potential to one day control it by a click of his fingers.
He has a small quirk of intending to go to one destination then walking in the complete opposite direction. It's more a personal quirk than bad sense of direction.
He also shows disappointment in that he was not ginger this time around. Also that he's apparently ruder. Rude and not ginger!
Strengths:
His biggest strength is probably his ability to regenerate. (See: the entire series. He regenerates every time an actor leaves whenever he gets "killed".) While he's not entirely immortal as there will be a point where the process stops happening, as of now though he can be killed and just regenerate. Ten in particular has had instance of being killed and only partially regenerating (Journey's End) - one where he doesn't change form. This was rare and even surprised himself.
Ten is a pacifist. He doesn't like using gun violence. (See - "The End of Time Pt 1/Pt 2" especially but it's been brought up countless times. Also in "The Doctor's Daughter".) In "The Christmas Invasion" he fought with a sword out of necessity…and wound up losing a hand. In general though, he prefers battles of wits than violence. Even though in the end this kind of behavior results in destruction anyway. He's a bit of a coward, preferring to run than to fight. He fights to run, basically. He'd do whatever it took just to get himself and his companions out of a dangerous situation safely. He will kill if he goes within a timeline that he does not want to disturb, but he's gotten more and more hesitant about it.
Also he has the knowledge of all of time and space within him - even including the knowledge of thousands of languages. Generally other than his regeneration abilities, his biggest strength is his mind. (Again, see All of the Series.)
Weaknesses:
He doesn't wear any armor, so generally if he gets shot or stabbed he will get hurt. While he does have alien anatomy he's not invincible.
However, despite being a thing of logic he tends to rely too heavily on emotions. If he gets too attached to someone he'd do whatever it took to keep them safe. (Especially Rose. See "The Parting of Ways" and "Journey's End".) His emotions tend to distract him which in turn lead him to dangerous situations.

All right, now… Let’s see if I can figure out where this place is-
-And why I have this headache! Looks like I hit my head on something, I’ll just go check the… - Wait! Where did the TARDIS go? I could’ve sworn I was in it a minute ago and- oh! What’s this? Hm…Soft… Made of feathers? Oh! I can feel them! Wings!
But surely I haven’t regenerated, no…Everything else still feels the same. So what is this, then? The TARDIS is missing, I seem to have sprouted a pair of wings, and I am stranded in the most peculiar of places… Looks like a village, but I don't have the slightest idea as to which planet I'm even on, so I can't be sure. But it seems whatever interrupted the TARDIS’s signal is linked to this place.
I’ve got it! Surely there must be a library of some sort, or a government building. I’ll find out exactly where and what this place is, and get going. I’ll just be off, now…
-Wait, the village is that way….
Third Person:
”Your song is ending sir, It is returning. It is returning through the dark, oh but then... He will knock four times.”
Those words rang in his mind as The Doctor set to work activating the TARDIS once more. He’d made a short stop just outside the Milky Way and was looking to return to Earth to finally figure out what all this meant. During his expedition on Mars he’d seen the Ood Sigma. It meant something. What it was, he was not quite sure yet. “He will knock four times…” But what did that mean?
The TARDIS revved up in that unique way it tended to do and he held on. What he was not expecting was for it to jerk around and spark, fires catching all around him. It shook violently, tossing him to the floor. It felt as if something was interrupting its set coordinates - something big. All the technology held within it could not seem to figure out what to do. He felt a burning sensation rip through him as he fumbled through his pockets for his Sonic Screwdriver. If he could just get up and try to fix it- no, again he was flung back. When he tried one last time to reach for the console he was tossed back, hard, slamming his head against the metal wall. Everything went dark.
When he awoke, the Doctor was lying facedown on something soft. Grass? It was dewy, almost ethereal. He stood up slowly, wincing in pain at all the bruising and burns inflicted upon his body. There was a dull ache in his upper spine, around his shoulder blades. He reached behind and felt something downy and silky. Feathers. He definitely did not have those on the TARDIS. Concentrating, he sent shivers through his spine until the wings twitched. So they were attached. Fascinating! He dusted himself off, grimacing at the sordid state he was now in - his nice suit torn, dirty, and stained with his blood.
The Doctor looked around slowly, getting a bearing for where he was. The TARDIS was gone, so finding it would definitely have to play priority on his list of what to do. However he was distracted by what he found - a village. It seemed to sparkle in the short distance, almost invitingly. He was mesmerized. All feelings of panic seemed to be soothed upon seeing it. Without hesitation he ran with determination. Something told him all the answers would be there, whether he wanted to hear them or not.
