Apparently you -really- need tsddd.dll in C:\windows\system32 on Windows 2003 servers to make the Terminal Service work (important to do remote desktop administration). This is some sort of Frame Buffer Display Driver. In the Services application it will look like the service is started. But with netstat -an you can see nothing is listening on port
