Apparently you -really- need tsddd.dll in C:\windows\system32 on Windows 2003 servers to make the Terminal Service work (important to do remote desktop administration). This is some sort of Frame Buffer Display Driver. In the Services application it will look like the service is started. But with netstat -an you can see nothing is listening on port 3389. The error you will see in the Event Viewer after a reboot, is that the module is illegal. This not true, it's just missing. Copy it from another server and everything will work smoothly again. How the file disappeared is a mystery to me.
