That is legit fucked. I can't believe they barely cared when you threatened to cancel your service, usually that makes them really try hard to fix the problem.
You should get a new cell phone provider if you aren't on a contract. I'm with Fido and they are pretty decent, plus I hear good things about Virgin. Bell and Rogers are both really terrible.
While I'm living on the Island I have 3 choices, Bell, Telus and Rogers. Ive been with the other two and they are just as annoying if not more than Rogers. It's a lose lose, cellphone companies in general suck ass. I just can't believe they can't/won't block charges of something that is a known illegal scam. And also not seem to care. I was mostly getting upset at the fact they didn't seem to care or was willing to help me. Even after I explained that I was getting unfairly charged for something I did not sign up for.
