Okay so here we go again!
Start out with your base... I am using this one of the GORGE Emma Watson

1. DUPLICATE your base and set to SCREEN 60%. On this same layer go to GAUSSIAN BLUR [filter>blur>gaussian blur] and set the radius to 3.0

2. DUPLICATE your base image again and drag to the top. Set to SOFT LIGHT 100%

3.Make a new FILL LAYER with the color 0C153A and set to EXCLUSION 70%

4.Take this texture
from
icon_textures and set to SOFT LIGHT 100%

5. COPY MERGED [select>select all...edit>copy merged] and paste as a new layer. Set this layer to SOFT LIGHT 60%

6. Take this texture
from deviant art and set to MULTIPLY 80%

And you are DONE!
