First, open the image you want to add this effect too. I'm using this one:
Go to Adjust » New Adjustment Layer » Colour Balance. Change your settings to how I have mine:
Create a new layer and fill it with #0E0B35. Change the blend mode to Exclusion at 48%.
Duplicate the base and drag it to the top. Set this to Soft Light at 100%.
Next go to Layer » New Layer Adjustment » Levels. Change your settings to how I have mine:
And you are done. Just add some text or brushes, here's how mine turned out:
