I'm kind of confused. Are you using light effect brushes or textures when making your icon? Because brushes will give you a different result than textures.
detoxcocktails probably pretty-fied the base first (which I didnt do in my example coz Im horrible at using gradients). And I forgot to mention, detoxcocktails probably used a texture instead of a brush (though I could be wrong, since i've never used light brushes). You can probably get that kind of texture from a stock image of a busy street with all the lights blurred in a cool and funky way as you go by them.
I couldnt find a tutorial with that specific kind of light texture but if you like, i could make one myself. I have no life and nothing to do, after all. haha :P
oh, and i forgot to put credit to those pictures. The light texture is from www.gettyimages.com (great for stock images with lotsa lights) and the Dan pic is from DR.com
That looks similar to some of the light brushes I made. Most of them ARE like that... with the colors opposite of what they should be to add spots of light to the picture. But it's because I made them to be used as brushes and not really light textures. :-\ However, if you're using them as base layers set to dodge, overlay, or soft light, you can get a different look (similar to that of a light texture).
If you're trying to use an actual *brush* and not a texture, and are making the brush yourself, you could try taking the image and inverting it first before you make your brush. I'll use one of my quick lights for example:
