detoxcocktails probably pretty-fied the base first (which I didnt do in my example coz Im horrible at using gradients). And I forgot to mention, detoxcocktails probably used a texture instead of a brush (though I could be wrong, since i've never used light brushes). You can probably get that kind of texture from a stock image of a busy street with all the lights blurred in a cool and funky way as you go by them.
I couldnt find a tutorial with that specific kind of light texture but if you like, i could make one myself. I have no life and nothing to do, after all. haha :P

You have your picture.
Take a light texture and put it on top of your base.
Set the light texture to screen or lighten (i prefer screen)
There you go! Sorry, I know my choice of light texture was weird and my icon isnt sharp but you have the idea, right? :P
