Applying an effect to every frame in a gif.

I want to apply lighten to every frame in my gif. But from what I've seen, I have to do it one by one.

Is there any way I can make every frame lighten without having to do it this way?

I've tried linking layers and selecting every frame in the animation tab, but it still doesn't work. I hope this made sense.
