How to go from this to this:
in 9 easy steps.

Type: Icon
Program: Photoshop CS
Transferable: No. Uses selective coloring.

1.

First, crop to 100x100.

2.

Then duplicate your base (control+J on windows, command+J on macs) and set it to screen. Lower the opacity until it's no longer overpowering; on this base I used it at 17% but it will depend on the lighting of your image.

3.

Duplicate your base again and set it to soft light. Then, go to filters --> gaussian blur, and set the radius at something like 5 or 6. This gives the skin the sort of dreamy, glowing look as well as darkening the darks and lightening the darks.

Again, play with the opacity of this layer until you like the way it looks. You might also want to go back and fiddle with your screen layer at this point to make sure your light doesn't become overpowering. Here, I left the opacity at 100%.

4.

Now I add this texture (I've lost the credit. I have it saved as 'moo' and I have no idea who moo is. If you know PLEASE TELL ME.), though any blue/tealish texture would work. This is what gives the icon its overall blueish tint.

5.

It was looking a bit anemic, so I added a hue-saturation layer and upped the master saturation to +52. Be VERY CAREFUL at this step or your icon will wind up full of ugly splotches.

6.

The fun part! With selective coloring we're going to mess about with the reds and blues to make them really pop. Make SURE you click the 'absolute' button at the bottom, or you'll get a very different icon.

7.

Obligatory lightblob. On a new layer, I painted with white over the light places on her face and shoulder with a white brush, guassian blurred it, and set it to soft light at 27%. This enhances the glowy light from earlier.

8.

I could have left it at the last step but I decided I waned her lipstick to pop a little more, so on a new layer I painted black over her lips, blurred it, and set it to overlay at 100%.

The process, in handy animated form:

If you'd like the .psd let me know and I'll upload it somewhere. Please show me what you make with it! I'm nosy.
