Question about filesize

I'm not 100% what to call this problem or if this is the right place to ask but I discovered the problem while making icons.

For years I had always saved by images by going FILE > SAVE AS > .PNG. That always left my images a good size and quality then seemingly out of the blue the same method had the images saving huge. Instead of icons being 12 - 20 KB they were often well over 100 KB. I got around this problem by switching to FILE > SAVE FOR WEB & DEVICES, and that worked great until I realized it wasn't just photohop.

I was making and uploading screencaps for a movie. Usually you can upload a entire movies worth of caps in one or two zip files but the image files were so big I had to divide the caps into 14 seperate zip files just to make upload limits on most uploading sites. At first I though it was a slow internet connection but then I realized it was that each caps file size was 3 or 4 times the usual size.

I have no idea why images are coming out so huge but it's frustrating because it takes up space, makes it hard to upload and share caps and keeps images I edit/create an un-reasonable size. Does anyone know why or what I do to fix it?

I'm on a mac, use photoshop and make caps in VLC.
