I like to use big pictures now, simply because I like to see the coloring on bigger pictures :] Let me know if this is okay, so if it's not, I'll change it to icon! :]

o1) Here is the original picture of Joe. I love the effect on the right side of his face, where it's only black, and I wanted to keep it that way. I wanted the picture to have a red in it, so that's what this tutorial is about! I Duplicated the original picture and set it to Screen around 50-60%.

o2) Onto the coloring! Create a Channel Mixer layer, and set your colors to: Red: 120, -40, 10 ; Leave Blue and Green alone!

o3) Create a Hue/Sat layer, and set the fixings to: Reds 0, 20, 0; Cyans: 0, -20, 0.

o4) Our last step! Create a Color Balance layer, and set your colors to: Midtones: 18, 0, -10; Shadows: 11, 0, 10; Highlights: 5, 0, -10.

Merge all the layers together, duplicate your base, and go Sharpen it once. And Viola! You are finished!
