TIP. This effect looks best on dark pictures, like this one on which I'll show you changes in colors. On bright ones it ends up with 'an angel' effect - very bright and pure.

1. layer >> duplicate layer. Set it to Screen 100%. My base is dull so it brightened it a lot.

2. layer >> new adjustment layer >> selective color. It should draw out nice and vibrant colors.

Reds: -100, 0, 100, 0
Yellows: 100, 0, -100, 0
Neutrals: 23, 0, 12, -2

3. layer >> new adjusment layer >> curves. This layer brightens icon again.

RGB
out: 104
in: 77

4. layer >> new adjustment layer >> hue/saturation. Now colors are much more visibile. At this moment icon look almost perfect.

MASTER
saturation: 23

5. layer >> new adjusment layer >> selective color. This selective color will make colors more green/blue (but it depends of picture).

Reds: -100, 0, 100, 0
Yellows: 100, 0, -100, 0
Whites: 100, 100, 100, -45
Neutrals: 45, 12, 12, -12

6. layer >> new fill layer >> solid color. Fill it with #381f1f and set to Exlusion about 30%. Picture was dazzling a bit and now you can look at icon without squinting eyes.

7. layer >> new adjustment layer >> channel mixer and set it to about 30%. You can skip this step, because it is again brightening icon a little bit.

Red: 100, -12, 14, 2
Green: 8, 106, -12
Blue: is OK

8. Paste this texture by chikuma_chan and set it to Screen about 45% and you are done.
