I've been informed that the people of Amestris, specifically the military, may be interested in an alliance with the Gotei 13. I'm not entirely convinced an official alliance is best for the situation, but better relations and communication with the larger groups in the city are things I can't discount

In the past alliances were usually suggested for the sake of defending against an enemy, so that would likely be their ultimate goal as well. But I haven't been officially informed of anything specific.
