hoping to raise some discussions...

ok...there's been something i've wanted to ask anyone who might read this, as it is a quandry i've been wrestling with and would like some opinions.  i'm not trying to point fingers or anything in anyway, and don't think i'm coming across that way, but i'm just wondering....

here's an abstract example:    impact groups. i obviously wouldn't have them at my school as there is no need, so i know very little about them. but based upon what i know, i'm going to create an artificial scenerio.  say there is an impact group in a public school. say most people in that group are judgemental of others, there is a lot of fighting going on, there's a lot of tension, bitterness, and the impact group actually turns a couple people off from Christians/God as a result. now, not every school is allowed to have an impact group, right?  so if such were the case, should the impact group be shut down, because it is causing distress/issues, or do we say that not everyone is able to have an impact group, so this is better than nothing?
