[Wesker has been doing a lot of pondering, what with his good 'friend' Chris returning, and that mess with the invasion of the soldiers. He's sick of this imposed weakness and he doesn't quite know how to deal without his usual abilities, that much has been made clear.]

It blocks any powers that a normal human wouldn't have. To get it out, you build up a reputation that you're trustworthy and then ask a doctor.

That's kind of dangerous.

...Besides, they move the chip around from time to time. For all you know it might be in a place you can't reach yourself.

Of course I wouldn't bother if it truly was impossible, but I'm not unfamiliar with surgery.
