This is all the best things a fairytale can be. Like all fairy tales, the journey and dilemmas of the characters involved are much more than they seem. It's an allegory, with all the dreamy, dangerous qualities that style implies. The choices Ianto makes are very human ones, the situations otherworldly and supernatural but also filled to the brim with human qualities and failings.
I felt a lot of catharsis reading it; both for what Torchwood was and what it became. You don't need to be that familiar with the show to enjoy it, but having at least a passing knowledge of the core cast characters from the first two seasons will help, and knowledge of Jack's timeline and key major plot arcs through Torchwood in general will add a depth to your appreciation of what
snowwhiteliar has done.
