A Start with the background. Since the crop wasn't 100x100px, I used Image -> Free Transform to lengthen the background above Melinas head. I blurred the stripes and the background around Melina to set the focus on her and make the colors work on her.
B Duplicate your image twice. The first one: Filter -> Blur -> Gaussian Blur (Radius 5px) and lower the opacity to 25%. Second one: Filter -> Sharpen -> Sharpen once and set the opacity to 45%.
=> I often made the experience that just sharpen the picture it sometimes ruins the quality. I used two different layers, one to sharpen Melina and one to blur the background again to make kinda fading (instead of working with Sharpen Tool/Blur Tool on PS for hours)
C Layer -> New Adjustment Layers -> Color Balance

=> The Color Balance Layer is for Melinas hair and skin. I really like that yellow/red skin look you can create with this layer. Plus I use the contrary colors for the Shadows (since I use Red & Yellow for Midtones and Highlights, I used Blue & Green for the Shadows to create a greater depth).
D Layer -> New Adjustment Layers -> Selective Color

=> Selective Color Layer is on the one hand to strenghten again the color of her hair and skin and on the other hand to work on the contrast between Melina and the background. The Selective Color somehow makes the effect like her hair is on fire and since Stella Bonasera (her role in CSI: NY) has such a strong personality, I loved this way to express it.
E Use
this texture (I don't know who made it. Help me if you can) and set it to Softlight at 100%.
=> I took this texture mostly for the background, because I wanted to change its color and to make the background work with the rest of Melina.
F Layer -> New Adjustment Layers -> Hue/Saturation
MASTER 0, +17, 0
=> Simply to make the colors even more intense.
G Make a new layer and make some white dots above Melinas head. Lower the opacity of the layer to 60%
H I used Print Clearly for "DETECTIVEBONASERA", bold, all caps, 10pt, #FFFFFF for the first part and #A94831 for the second.
