In Germany, insurance fees for midwives are to be raised in a manner that strongly harms the part-time-working midwife, who can not deliver (bad pun!) the numbers necessary to finance herself. I think it's a serious problem. Of course there are dangers to home births, but guess what, a couple hundreds of years ago all we had was nice dirty field, a cave, a tent or a tree.
And of course someone who has no responsibility is not suited for the job, same with a midwive who doesn't refer a woman to the physician/hospital when it's necessary.

I think I've read that assistance at home births is also illegal in some states of the US, and that women are forced to illegally birth at home if they want to, creating more dangers than in a regular, official home birth.

It's crazy and sad, and clearly shows the responsible politicians in a bad light. Your friend should stay hopeful, though, because change can happen again - and if not, there's a whole big world out there for her to go to. If she has friends in the medical field (i.e. emergency med./ neonatology), they could still do friends' births at home... and say it was too late to get to the clinic. Although that's nothing reeally recommendable. Sigh. Will at least birth houses be allowed? They are a really fine alternative to hospitals. I'd avoid a hospital like the plague. :P
