A single moment won the war and changed Percy Weasley forever.
Before, he thought the Order worse than Voldemort. A vigilante group, their disregard for rules would ruin wizarding Britain.
Then Scrimgeour met Voldemort personally and Percy went along, confident that everything would be neatly resolved. Voldemort shook their hands before torturing Scrimgeour to death.
Percy realized that evil wouldn't be bound by rules. He tagged Voldemort's wand with a tracing spell and fled to the Order.
His impulsive spell led Harry to Voldemort. And after that moment, Percy never again cared more for rules than for what was right.
