Anyone can propose changes, the tutors tell me. Just follow the correct procedures.
What they don’t say is that those procedures take years; after all, years mean little to those with pure blood. They have plenty ahead of them. I have fewer, and no desire to waste them before committees.
It’s deliberate, of course. They don’t want people with my breeding interfering with their methods. I’m an outsider - what could I know?
While my new procedures wait for approval by the ministry I may not use them for commercial purposes.
