So the lead writer wouldn't necessarily be the person writing every word, but making sure it looks like a unified piece.

Personally I think Google.docs would be the best route to go, just as you suggested. You can limit collaborators, plus there's a separate tab that shows the changes made along the way.

This could be really interesting and even if I don't end up participating in it (although I certainly hope to), I can't wait to see what the result is!

Within this, you'd begin with an outline of a fic, or a few paragraphs. The group would have more input into the whole thing. The writer wouldn't be "obligated" to use that information, but that's why I'd hope to attract writers who are open to the community idea and adapt their usual writing style to include a wider range of input from others.
