I haven't decided yet. Is the most foolish the one who provoked all this when it could have been avoided, the ones who thought doing it that way would overload the system, or the ones who wanted it to?

All are at fault, but perhaps the one who provoked it in the first place is the real fool, since, had they not done so, perhaps this wouldn't be near as much of a problem.
