The case of the Scarborough Rapist, Paul Bernado, was in the Chinese news when I first came to Canada, and contributed partly to my family and mine's paranoia about accepting rides from people we don't know well.
Now, it turns out the military official, accused of murder and rape, Russell Williams, were
college buddies.
If Williams is the perp in question, and if he had been in criminal cohorts with Bernado, it wouldn't surprise me of well before the finality of murder and what sounded like irrefutable 'rape-rape', they had already been pressuring their female peers into sex, committing 'date' rapes, and then the colleges disbelieved and/or downplayed the women's reports because 'those bright young man have a brilliant future ahead of them', they're gonna be famous!
On the subject of public trust; to me, while the American army is full of psychopaths as well as good people, because they are desperate for recruits since they are always in a war...the Canadian army is a stamp of approval.
I remember the Somalia atrocity in 1993 where Canadian soldiers had tortured a teenage boy to death...but after that, new screening and sensitivity training measures was put in place, so a young man who's been accepted into the Canadian forces, had been proven to be of sound mind and character.
I still hold that, partly, Colonel Williams was accepted BEFORE the new measures eh?
