Billy is telling Teddy about the trip he's going to go on with Tommy, to find the Scarlet Witch who might be the mother of Billy an Tommy in their past lives (which happened after they were born in this one, BTW...). Teddy...Teddy Altman is

b)Lying on Billy's bed, posing!!!!
Teddy was looking reallllly interested at Billy, I bet he thought a romantic first BF trip was coming up, but alas, not, (but they do have a sweet reunion scene when Billy comes back).

That would be Dorrek VIII Hulkling putting a claiming hand on Billy by his neck and shoulder, and Billy being cool with it, touching him back with his hand on Teddy's arm.
They do this lots, I think.
