Dear Headmistress,
You do not know me, but my name is Jack Skellington. I apologise for not writing about this matter to you before, but I have been exceedingly busy, and I fear that I get a tad too excited when I deal with Halloween. That is also my reason for writing you this letter, and I hope you shall forgive me.
For many years now I have been responsible for Halloween, and I would very much like to bring the celebrations over to Hogwarts this year. I wanted to ask your permission before I went ahead with the plans, which will include severe rearranging of the Great Hall, and also some spell-work. I assure you though, I shall put everything back the way I found it!
Unless I hear any objections from you, I shall begin preparations at once.

The owl is carrying a package wrapped in bright orange paper, tied up with black string. Inside is a costume, and also a book filled with pictures of traditional Halloween elements.
