Uff, that was a hard one. But I gave a lot of thought to it and the fact, that you want to be able to make up with your rival after a fight, you want him to be not too "in-your-face", but obvious none the less and to be able to congratulate you, when you've won made me finally think of:

Germany

Since you want a rival who is subtle in their reactions whether they win or lose, and inclined to let past incidents slide, I'm going to vote for Japan to be your rival.

France. No wait, hear me out. France is the master of being subtly smug w/o getting all in your face, and he can get easily depressed when he loses. Also he'd totally let you shove him against a random wall if he cheated...I mean what?

I'm going with Germany. Why? One, I can definitely picture Germany being subtly smug. He'd probably praise himself behind the scenes but never flaunt it. Next, Germany would certainly get depressed if he lost (not too much) but he would be willing to become friends.

I think Germany would be your perfect rival. He would be straightforward about competing with you but he wouldn't get super in-your-face whether he won or lost. :D And he wouldn't cheat. Plus if you were nice to him he would bury the hatchet when it was all over.
