Himaruya doesn't just create characters that were directly engaged during WW2. There's the Principality of Wy, Germania, and Grandpa Rome. Even Tibet had a sketch (does this argument count at all? China was terrible to Tibet around this time in history, orz)
It doesn't seem like having minimal involvement in the World Wars is the basis for Himaruya to exclude the creation of countries in Hetalia because Hetalia isn't just centered on the events of the World Wars. The beauty of Hetalia is that it encompasses world history as a whole-- That is to say, that Himaruya also incorporates events that directly and indirectly link up to the events that cause and also resolve the World Wars. And it also goes even beyond that. One cannot think of the Age of Discovery when there had been a time when the sun never set on Spain's glorious vital regions without thinking of Latin America. Besides, it'd be weird if that entire region never had a mere mention in Hetalia.
In any case, a lot of the Latin American countries had diplomatic relations with the Axis nations just before the outbreak of war, and some of them, like El Salvador and Peru, broke off relations with the Axis nations when Pearl Harbor was attacked. Nicaragua and Cuba, declared war on Japan right after Pearl Harbor. While they started off neutral, a lot of these Latin American countries finally declared war on the Axis Powers near the end of WW2.
What's more Hetalia than a bunch of characters initially wondering whether they should join the fight or not, finally deciding that they do want to join in the fray, only to find out that the party's almost over and Alfred drank all the beer?!
