Basically, in the mid-90s Canada got pissed at everyone else about "foreign over-fishing" of fish stocks, so it boarded and seized a Spanish fishing ship in international waters. Spain called Canada a pirate, English ships flew Canadian flags in support, the EU got even more pissed, Canadian government members got out on fishing boats to yell at other fishing boats through megaphones...
Anon would love to see this Hetalia-fied, because 1) this meme needs more Spain, and 2) Canada being taken seriously for the first time in.. years even if he's taking too much after his pirate!brother/daddy. Make it lulzy, make it serious, make it smutty, do whatever calls to you!
