Question reguarding 'Fugitives'

Thus far, there hasn't been a lot of spoilers regarding Fugitives, the new Vol. coming in February.   However, in most of the spoilers I have seen, the episodes are referred to as 3.15 and up, which I know is probably wrong because it even said at the end Villains, Fugitives was referred to as Vol. 4.   But its the second part of Vol. 3.

I'm wandering, which is it?
