Everytime a kid is pissed off at something, they start a petition-- which 99.9% of the time doesn't do anything. There are so many things one can do that would be SO more proactive.
Moral of the Story:
Put down the SpongeBob pencil, put the sheets of wide-rule notebook paper back in the bookbag and actually read up on the legal system.
The FIRST (!!!!) amendment in the Constitution explicitly mentions that there is a right to petition, but the things that make a bigger impact are things one has to research on.
Nobody is going to give the answer that easily, that blatant. There has to be some work and effort. Do some investigating.
Anyone can write a simple petition, but it takes a smart person to really make the change.
All petitions aren't bogus, sometimes I just think that too many people rely on it single-handedly to solve all the problems in the world.
