Information is everything. If you have all of the information of a person-memories, genetics, experiences, personality-then with sufficient power you can create a perfect copy. Even it wouldn't know it was a copy, unless it knew it died and tried to work out how it could be alive again.

True, but how would they gain such information?

The World has a record of everything.

But how would one gain access to such a thing?

That is the difficulty. It is not easy to gain access to the Origin. Considering that this place seems to routinely use the Second True Magic though...

Ah, you will forgive me. True Magic is something that cannot be accomplished by human technology and magecraft. It is a miracle, something that only a few in the entire history of Earth can do. Beings beyond earth, well that's another story entirely. Parallel Dimensions are the domain of the Second True Magic. If we are brought here from as I have heard, different worlds, or even if we were reconstructed just from information from those worlds, then whoever directs this place must be powerful indeed.
