I agree with her, from one simple perspective: when you're counting every penny, as a lot of students do, $60/month adds up. She emphasized it as someone who obviously isn't eeking through, but I'm sure there are students that are.
That's pretty much the way it works at all universities, not just this proposed plan. It certainly works that way at Queen's, and here at Western. Everyone pays for it in their fees.
