Kyouju and I have successfully finished analyzing the water and soil from the river and open pool where the waterfall begins.
The conclusion: fresh water.
I do suggest not using the open pool at the head of the waterfall for anything as we should not wish to contaminate the river.

We have bolstered the signal slightly so the downtime you have been experiencing should equate out to around 5 total minutes per hour for a total of 120 minutes or 2 hours.
