I think I'll relent and take Suzie's picture down from Gwen's desk/credenza. But there has to be a picture of her because Jack included her with Owen and Tosh and Ianto and Steven when he listed the deaths he's responsible for. (He didn't mention Grey. Considering the cold storage facilities are probably rubble, one must assume Grey is, too, and that RTD forgot about that little tidbit of Jack's psyche when he wrote the scene.)
I have a fantasy Torchwood Cardiff team, too, although obv I can't have Ianto on it in reality. But he's in there In Mah Dreams. My team, for the sake of RTD's enforced reality, would be

Misc Admin but not Lois Habiba
Lois Habiba as a field operative
Mickey Smith, tech and field operative
Martha Jones NOT married to Mickey Smith and actually on loan from UNIT.
The nice girl who was Eugene's friend in "Random Shoes" (I can't remember her name)
Two or three other people, anyone but Johnson, as field operatives
Johnny Davies (Ianto's brother in law) maintaining the vehicles
Rhiannon Davies is Gwen's day care provider (child minder?)
Rhys still runs Harwood's but they have a contract with Torchwood
Andy is not a Torchwood employee but he functions as the liasion between them and the Cardiff police. He's also been promoted, maybe to Detective Seargant and he reports to DI Kathy Swanson.
