Overweight, middle-aged, joint problems, and female

As the subject line says, I'm overweight, middle-aged, have joint problems, and female.

Not much else to say, except I haven't posted regularly in several years (since 2010, 2011 I think) and haven't been at the gym since. My best time period was roughly an 18 month period, mostly in 2008 (beginning slightly in late 2007, trailing off in early 2009) when I was within health BMI levels, I was proud of deadlifting just over 100 lbs. *momentarily preening*, was able to fit into size "small" clothing, and just had good energy, sleep, and general health. Much of that slowed down, stopped, or went into complete reverse in 2009 unfortunately, culminating in medical issues by late 2009.

So I'm back starting slowly from square one.

Thusly, now can someone tell me how to convert fat to muscle, I just want to tone my buttocks and keep the fat in my boobs, and how come I can't gain muscle by just running on the treadmill?
