Mild plotz things with the Bond-ster!

I has questions and queries of all sorts that I guess fit spam more than anywhere. NO MEMES HERE FOR JOO, GIT AWEY.

Righteo, so what is dem rules about NPCs? How much control can we have over them and such, cause I know we can just use them as victims etc, but what about the higher ranking ones? Like, idk, drug lords or whatevs..?
See, basically, several things that lead to one thing. a) Bond wants a car. And not just any car, because this is Bond. And the kind of cars Bond tends to like are not ones he will afford with his current money (even if he's doing a fine job of acquiring lots). Specifically, I was thinking of him setting his eyes on this baby and wanting a slice of that action, unf unf.
2) Bond is really bored because he's got no actual missions or any actual job so to speak, so he's just entertaining himself with pissing off Warren exploring the city and exploiting idiots. Y'know, for shits and giggles. Buuuuut, because Bond is barely Bond without a flashy sports car (or the old school DB5, ngggggghcargasm), once he sees this car driving around, he's gonna want it. And I thought maybe there could be some high roller drug lord/other naughty NPC dude with it, who Bond just stalks around and eventually ends up slaughtering or pwning or whatever, along with bringing down the entire NPC gang, while getting away with the car with maybe a few more bullet holes in it than before. Or not. IS THAT EVEN POSSIBLE? SORTED. BUT STILL WANT POLICEZ!
Which brings me to the other bit... POLICE GUYZ????? Is there anyone who wants to plot with Bond, because right now I figure he may have possibly been listening into some of the channels when possible, and he's gonna end up either pissing them off or helping them out and idk which... ...? Editz: James is doing a lot of illegal crap at the moment, as he always tends to do, but sadly doesn't have MI6 to make excuses for him this time around. BUT HE'S DOING IT FOR THE GREATER GOOD. KINDA. He's also usually pretty good at covering his tracks. Kinda.
