Truly, people in this city seem much too prone to panic. The incident that occured with Dr. Crane, while perhaps a bit sudden to some, was no reason for people to suddenly break out into a commotion, I believe. After all, panic causes people to act irrationally and unruly at times, no?

People have different reactions when facing this type of shows in public. It's an emotional response you can't control at large.

It is not so much that I am trying to control it as it is that I am pointing out that it is useless for people to panic, and there are much more productive ways to spend one's energy.

Of course it's useless, but it's not something you can control sometimes. Panic, stress, all those emotions will remain as long the atmosphere is this tense.

However, you (as Avatars), should predict this outcome to happen when incidents like that (either guilty or innocent) are displayed so openly. This is a well-intended advice for I have experience in the ruling matter and masses are hard to handle.

It may not help, but pointing out the logic of the situation never hurt either, I believe.

I must agree with you to a certain extent, and I assure you, had the young lady's punishment been at my hands, I would not have acted as Dr. Crane had done.

I am aware of that, Mr. Akabane. I know both sides of the coins, in a way. The citizens, for I am now, and those who must look after them, for I used to be one then.

I take your word on that. I remember our first conversation, you sounded very professional.
