Or, we are just habitually late to work and years and years of driving in an urban area putting up with things like flipped over cars in the center lane, kiddie pools flying over the freeway embankment onto the grill of my car, and (my latest favorite) braking for rats has given me the skills to put on foundation while driving in the suburbs w/o compromising myself or anyone else.
Although I do agree with what you are saying, I have done this many times. My whole thing is people that actually use mirrors while driving. That I don't do. The only time I'll use a mirror while driving is if my contact is flipped behind my eye and I need to fish it out at a stoplight.
And yes, I do look better with makeup, and in my job, it's somewhat expected to look polished and professional. Otherwise I wouldn't bother, because it's a chore. I should get up early enough to take care of that kind of crap in the bathroom at home, but I've been having sleeping problems for about 5 years now, and sometimes I can't help it.
i cant say that i agree. but i must add that this woman was using both her sunvisor mirror AND rearview mirror to apply the makeup, which included foundation, blush, mascara, eyeliner, lipstick, and eyeshadow. i know because i was behind her. and her head, on numerous occassions disappeared from my view, presumably when she dropped one of her applicants or applicators.
if makeup makes one look more professional and polished, why arent men expected to at the least cover their blotches with foundation?

I think they should!
My car make-up routine, when I have to do it, consists of putting on moisterizer while the car is warming up, throwing on some concealer, and then driving off. I put foundation on while driving, but it's a power-base and I don't need to look in a mirror or shuffle around with a lot of stuff. That's about it. I hate mascara and am too lazy for eye liner. I don't think what I do is any worse than someone keeping one hand on a cup of coffee or the like. I always have control of my vehicle.
You may always have control of your vehicle, but by definition of the word 'attention' you are attending less to your driving when you are focussing at least some of your resources on tweaking your face.
Personally, I use blotchy facial hair to cover up facial blotching. That way I don't have to shave while driving...
