Hotels won't allow open flames inside. Otherwise I'd fit it with dual flamethrowers, with an infrared targeting subsystem.

You'd need a wire frame and lots of papier-mache :D

A friend and I discussed making Gil's hat a few days ago, too.

You'd probably want to check the second-hand shops for something like a policeman's hat for the base and build on it.

RE: flames

You can go to a halloween supply store (yes, they are around larger cities even in March/April) and get a flaming cauldron. It lights up and blows fabric 'flames' on a battery, and they're usually $10-20.

Well, in addition to light/flame/fire effect, if you wanted something REALLY large and impressive, you could have a fan inflating the whole hat.

I saw a big poofy crown-hat being worn around at DragonCon, which made me want to make Gil's.. that shouldn't be too hard to use as a base. It might not be entirely to scale, but it still works. :D
