From the Ontario Bees Act (there's an Ontario Bees Act!):
Where a swarm of bees leaves a hive and settles in an occupied hive owned by a person other than the owner of the swarm, the owner of the swarm loses all right of property in the swarm.
So, if your bees abandon you, tough shit.
Also,
No person shall obstruct the Provincial Apiarist, Assistant Provincial Apiarist or an inspector in the performance of their duties or furnish them with false information
Don't mess with the Provincial Apiarist!
