I hadn't seen that banner, but I remember a really involving story named Lola that might fit the description.

The story you're looking for is as mentioned "Jewel" by galeandrandy.
You can find it at Ao3 and at her journal.
So far there's just the prologue and chapter 1 posted, but more is written and will be posted, hopefully soon-ish.

The image you posted above is not a banner but a "progress bar" of how I femmed Randy up into his Jewel persona back when, when someone commented on the transformation. The actual banner looks like this
