The story you're looking for is as mentioned "Jewel" by galeandrandy.
You can find it at Ao3 and at her journal.
So far there's just the prologue and chapter 1 posted, but more is written and will be posted, hopefully soon-ish.

The image you posted above is not a banner but a "progress bar" of how I femmed Randy up into his Jewel persona back when, when someone commented on the transformation. The actual banner looks like this
