The Witches (1990)

I remember watching this as a kid, after only getting about half way through the Roald Dahl book that it is based on before I got too scared (and the book is even darker than the film). Not only is the Grand High Witch grotesque when she removes her mask, but there's the image of a child ending up living inside a painting, and also the scene with one of the witches telling the main protagonist, "She can't hear you; nobody can hear you".

They did make the ending more cheerful: [Spoiler (click to open)]In the book, the boy gets turned into a mouse, and stays as a mouse forever, but in the film, the Grand High Witch's secretary (played by Jane Horrocks) quits in protest and starts undoing all the witches' work, so the boy ends up being turned back.
