One school of thought:
Because of the rigidity and inflexibility of our system, people distract themselves from tasks they have to do- but don't really want to do- so that they half-ass it, doing them poorly, if at all.
Another school of thought:
Despite how the other mindset wants to blame a group or organization, individual people pursue things they believe will interest them, avoiding those they beleive will be either unfavorable or downright unpleasent.
Still another:
If you control- and by that I mean limit or censure- what they are exposed to, you can influence their thoughts, which motivates their actions. Putting people into classes is an excellent way to do this. Different classes who don't live next to each other- and/or do not associate with each other- they will not intermingle, interbreed, communicate and share ideas or their perspective of experiences they've had with those of a different class or group.
