The report comes just a week after War Crimes Tribunal Prosecutor Carla Del Ponte announced she will not prosecute NATO for war crimes.
Amnesty’s report details a number of mass killings of civilians in NATO raids and states that “civilian deaths could have been significantly reduced if NATO forces had fully adhered to the rules of war.”
Some of Amnesty’s harshest criticism is directed at the April 23rd bombing of Radio Television Serbia’s headquarters. The report says “General Wesley Clark has stated, 'We knew when we struck that there would be alternate means of getting the Serb Television. There's no single switch to turn off everything but we thought it was a good move to strike it, and the political leadership agreed with us.’”
“In other words,” the report continues ”NATO deliberately attacked a civilian object, killing 16 civilians, for the purpose of disrupting Serb television broadcasts in the middle of the night for approximately three hours. It is hard to see how this can be consistent with the rule of proportionality.”

The forgotten war crime occurred during the Kosovo War (March 1999-June 1999), and was part of NATO’s aerial campaign alongside the US-backed Kosovo Liberation Army (KLA) a paramilitary entity with links to Al Qaeda and organized crime, in opposition to the Federal Republic of Yugoslavia.
In the aftermath of the attack there were no great public campaigns launched for the 16 murdered journalists and employees, no outpouring of emotion for those killed, no calls for solidarity and togetherness in the face of aggression. On the contrary the West justified this grievous blow against freedom of expression, praised it even.

Footage of alleged torture of Russian POWs appears
Footage of what appeared to be Ukrainian soldiers shooting Russian prisoners of war in the legs was published on social media. The video sparked widespread condemnation, including from some Western public figures.
The perpetrators were apparently members of Ukraine’s ultra-nationalist forces. The presence of these neo-Nazi units was cited by Moscow as one of the reasons justifying the military attack it launched against the country in late February.
March 29
Talks in Istanbul
The Russian military announced a partial drawdown after Turkey-hosted Russian-Ukrainian peace talks.
Moscow stated that the progress made during the talks created the conditions for a scale-down of hostilities near Kiev, saying it was meant as a concession to the Ukrainian government, but many commenters were skeptical about the motives. Some claimed that it was a reflection of reduced military ambitions, due to tenacious Ukrainian resistance.
During the talks, Russian officials demand an investigation into the footage of alleged torture of POWs, indicating there would be no mercy for the perpetrators, should they be captured. Ukrainian officials pledged to get to the bottom of it, stating that such behavior wouldn’t be tolerated from their soldiers.However, no actions appears to have been taken
March 31
Mayor of Bucha declares city liberated
In a video address, Mayor Anatoly Fedoruk declared his city liberated “from Russian orcs [sic]” and called it a major victory for Ukrainian defenders.
All Russian troops withdrew from the city on the previous day, both Moscow and media covering the conflict reported. The mayor made no mention of any purported Russian war crimes in his celebratory speech.
April 1
Kiev publicity damage control
Russia’s Foreign Intelligence Service (SVR) claimed it had intercepted communications between the governments of Ukraine and Britain discussing the publicity fallout from the alleged torture video.
The SVR stated that Western governments were “aware of the violations of international humanitarian law by Kiev” and were willing to help perpetrators remain unaccountable.
The report didn’t mention Bucha or any attempts to fabricate evidence of war crimes.
April 2
Ukrainian commandos deployed to Bucha
The Ukrainian national police said it had deployed its ‘Safari’ commando regiment to Bucha to “clear the territory of saboteurs and Russian troop collaborators,” as well as to “inspect the sites of war crimes committed by Russia.”
Evidence of purported Russian atrocities in Bucha began to pour out from the city on the same day. Images from the city showed streets littered with bodies in civilian clothes, some with their hands bound behind their backs.
Kiev claimed Russian soldiers summarily executed civilians before withdrawing from the city. The scale of destruction in Bucha indicated that Russia attempted to subject Ukrainian people to genocide, Ukrainian Foreign Minister Dmitry Kuleba claimed. On April 3, the Prosecutor General’s office reported recovering 410 bodies of civilians from the city.
Western officials condemned Russia, taking the Ukrainian allegations at face value.

Contravening evidence
One clip published and later deleted by Ukrainian military commander Sergey Korotkih showed Ukrainian troops in Bucha discussing engagement rules. Korotkih, formerly a
citizen of Belarus, is an open neo-Nazi who went to Ukraine back in 2014 to fight in the ranks of the notorious Azov Battalion. In Russia, Korotkih is wanted on multiple
murder charges.
One of the fighters can be heard asking if it was OK to shoot at “guys not wearing blue armbands” identifying Ukrainian soldiers. The response was an affirmative “you bet”.
Some of the civilians apparently killed in Bucha were wearing white armbands. Russian troops had reportedly asked all civilians to wear them to identify themselves as non-combatants.
April 3
Russia denies Ukrainian claims
The Russian defense ministry denied Kiev’s claims, citing the three days between the troops’ withdrawal and the emergence of the evidence as a suspicious sign.
Moscow said the accusations were “a provocation” and possibly evidence of crimes committed by Ukrainian troops after they entered the city. The statement pointed to the apparently fresh state of some of the bodies in the photos.
Russia then called an emergency session of the UN Security Council to discuss Bucha and what it claims to be an attempt to smear it.
Moscow claimed the attempt to meet on Monday was blocked by the UK, which is also a permanent member of the body. The British mission said the session will take place on Tuesday instead.

Finally, Metabiota Inc. is the most private of the above-mentioned companies, linked to the biolabs in Ukraine. This could be explained by its links with the family of the President of the United States, Joe Biden, more specifically, his son, Hunter Biden.
Founded in 2008, Metabiota is commissioned by governments, insurance companies and livestock breeders to research and evaluate infectious disease threats, digitize global microbial data and actively avert the spread of diseases.
At the first stage, it was financed by Rosemont Seneca Technology Partners (RSTP), an offshoot of Rosemont Capital, an investment fund founded by Hunter Biden, the son of US President Joe Biden, and Christopher Heinz, the stepson of former US Secretary of State John Kerry in 2009, in which Biden was managing director.
Hunter Biden’s shady former overseas dealings, which concealed a web of corruption in which he sought to use his father’s notoriety to secure unscrupulous business deals from Ukraine to Hong Kong, have swirled for years, but yielded no action on the part of the US or International authorities so far with an investigation still underway.
Metabiota is listed in the archived portfolios of RSTP, with financial reports showing RSTP covered the first round of financing for the company to a tune of $30 million.
Since 2014, Metabiota has been a partner of the EcoHealth Alliance within the PREDICT Project of the project of USAID’s Emerging Pandemic Threats (EPT) program, which aims to carry out global surveillance for pathogens to ostensibly ” identify and prevent the threat of new emerging infectious diseases”.
However, as part of these efforts, researchers from Metabiota, EcoHealth Alliance and Wuhan Institute of Virology jointly conducted a study on infectious diseases of bats in China
Researchers from the EcoHealth Alliance and Metabiota also collaborated over controversial projects on how to “live safely with
bats”, and research linking emerging infectious disease outbreaks with trade in wild animals.
Researchers from Metabiota were also listed along with EcoHealth Alliance staff in a 2014 study on the dissemination of the Nipah henipavirus, Ebola monitoring study in 2014, herpes study in 2015.
In April 2021, USAID announced a new taxpayer-funded project, led by the EcoHealth Alliance, to track new infections diseases with pandemic potential.
Metabiota, whose researchers were listed as authors of articles dated June 2021 related to coronavirus surveillance in Africa, are also linked to the new project spearheaded by EcoHealth Alliance.
Metabiota has long been connected to a well-known controversial CIA front, In-Q-Tel, created in 1999 as “the first state-sponsored venture capital company”.
In-Q-Tel is an American non-profit venture capital firm based in Arlington, Virginia, founded to boost national security by “connecting the Central Intelligence Agency and US intelligence community with venture-backed entrepreneurial companies”. The firm, founded by Norm Augustine, former CEO of Lockheed Martin, and Gilman Louis, who was the first CEO of In Q-Tel, is considered a trendsetter in the information technology industry.
In-Q-Tel received funding for at least $120 million in 2016, mainly from the CIA, but also the NSA, FBI and US Department of Defense
While In-Q-Tel operates partially publicly, there is a shroud of secrecy over its products and their use, with the most famous known ones being analytical systems for Palantir Technologies data analysis and encrypted messages sharing application.

With respect to NATO violations of international humanitarian law, Human Rights Watch was concerned about a number of cases in which NATO forces:
· conducted air attacks using cluster bombs near populated areas;
· attacked targets of questionable military legitimacy, including Serb Radio and Television, heating plants, and bridges;
· did not take adequate precautions in warning civilians of attacks;
· took insufficient precautions identifying the presence of civilians when attacking convoys and mobile targets; and
· caused excessive civilian casualties by not taking sufficient measures to verify that military targets did not have concentrations of civilians (such as at Korisa).
One disturbing aspect of the matter of civilian deaths is how starkly the number of incidents and deaths contrasts with official U.S. and Yugoslav statements.
