This is the low-down on how to transfer your current characters between the various character statuses (student/teacher/townie/alumni/expatriate) and onto or away from Fandom Island. No application is required for any of these moves, just an e-mail as described below.
This doesn't apply to dropped characters; for the rules on those and how to bring them back into the game if you change your mind, head
over here.

Townie ↔ Teacher Alum/Expat → Teacher/Townie (Including New Grads) Character-Types That Can't Be Transferred Into
Students. Students need to be applied as students; a Teacher or Townie can't ever become a student, even if something happens and they get physically de-aged. (You can, however, apply for a student version of a character whose adult version you - or someone else - previously played. This would be a new, full application for a completely different person, from a different timeline, with no memories from the previous on-island character.)

Transferring to Alumni/Expatriate
No application required.
Alumni: Senior student characters who participate in graduation will automatically become alumni; we'll keep track of that. After graduation, just request membership in the
fh_alumni community by attempting to join it, and you'll be added by the admins.
Expatriates: If your non-graduate character (teacher, townie, or student who hasn't graduated) has been on-island for a year and is now leaving the island, just let us know by sending an e-mail to fandomhighadmins at iambicnut dot com. Indicate that they're eligible for Expatriate status and we'll make the necessary changes to the friending list! As with Alumni, at the time your Ex-pat character leaves the island, just request membership in
fh_alumni via joining though LJ, and the admins will add you.
Alumni and Expatriates who've returned to the island, but are leaving again: You're welcome to send your alum-turned-townie-or-teacher character away again any time you like. (Except in the middle of the semester if you're teaching!) Just let the admin team know they're moving out of townie/teacher status and back to alumni or expatriate by sending us an e-mail.

Transferring from Teacher to Townie or Townie to Teacher
No application required for either of these.
Townies are welcome to join the teaching staff when Teacher apps are open, if you have a viable class idea for them. Simply send an e-mail to the admin team informing us of the change, and follow up by submitting a class proposal in the post that goes up for existing teachers to do so. (Don't include your class in the e-mail; we'd like all classes from non-new characters collected in the one post.) This also applies for townies who'd like to teach an adult class at the Community Center, rather than one at the high school.
Teachers are welcome to shift into a Townie position at the end of a school term, if you have a job for them to move into. Again, just send an e-mail to the admin team informing us of the change and letting us know what town job the character will be moving into.

Bringing Alumni and Ex-pats Back to Live on the Island
No application required.
If you'd like to move your alum or expat back to the island as a teacher (or stay on after graduation in that position), just send an e-mail to the admin team informing us of the change, and follow up by submitting a class proposal in the post that goes up for existing teachers to do so. (Don't include your class in the e-mail; we'd like all classes from non-new characters collected in the one post.) This also applies for alumni and expats who'd like to teach an adult class at the Community Center, rather than one at the high school.
If you'd like to move your alum or expat back to the island as a townie (or have them stay on after graduation in that position), just send an e-mail to the admin team informing us of the change and letting us know what town job the character will be moving into.
