Compulsory training for mobilty scooters

Did anyone see this program? I have mixed feelings about this.

I do have a powered wheelchair that is apparently road legal - although I have no intention of driving on roads in it. It does go very much faster than people can walk, and I reckon could cause quite a nasty injury if I run into someone. I have taken out insurance to cover theft and damage, but much more importantly for damage I may cause to others. It cost me £50 for a year.

Training and insurance may then make it to expensive for many users. But causing and accident can be very costly, and more than just money.
