In my head, it goes like this: Sam gets pulled over a time or two going too fast either for fun, or because she's had a bad day and she just wants to get the heck out of dodge. A time or a dozen, she gets pulled over racing back to the SGC for an emergency that needs her Super Genius Brain. It's all the same to the police, but TPTB do a little techno magic and make at least some of the tickets disappear, because it would be hugely inconvenient for the Super Genius Brain to have to wait around for a ride during an emergency. Willitz has written the majority of Sam's tickets and has figured out by now that *something* else is up. He's learned not to ask questions when handing out speeding tickets on a stretch of road traveled almost exclusively by people working at a top secret military facility...
And there's a whole other fic right there. Excuse me while I go put the plot bunny back in its cage. :)
